On 1 May 2008 in Italy came into force the Decree of the President of the Council of Ministers, which extends the application of state secrecy (in the name of protecting national security, you will!) As well as a repository for nuclear waste, nuclear power plants, LNG terminals also to "civil works of energy production and therefore also to incineration / WTE plants.
Now the question is, if they are so harmless and beneficial because they cover them with the secret state?
But what is even more interesting is that the decree provides that:
Art 9.
1) "In the places covered by state secrecy control functions normally performed by health care providers are conducted by independent inspection offices located at the central level by the authorities concerned che li costituiscono con proprio provvedimento".
In altre parole una forma di autocontrollo e autocertificazione che può così esentarsi dalla vigilanza del caso e che in nome di un ben preciso conflitto di interessi crea un circolo vizioso tra controllore e controllato.
2 ) Le amministrazioni non sono tenute agli obblighi di comunicazione verso le aziende sanitarie locali e il Corpo nazionale dei vigili del fuoco ". Grande prova di trasparenza,perfettamente in linea col principio di precauzione e responsabilità. Del resto la priorità è quella di non destare allarme che possa compromettere il perseguimento dell’interesse economico che fa muovere tutto .
3) "are likely to be subject to state secret information, news, documents, instruments, activities, places and things related to reference materials."
